The International Committee for Relief and Development (CIAUD), an International Non-Governmental Organization registered under Canadian law and headquartered at 200 Rue Montcalm, 1st Floor, Suite 101, J8Y 3B5, Gatineau, Québec, Canada, provides humanitarian assistance in crisis situations and supports community development in developing countries to help populations achieve self-reliance.

CIAUD’s interventions focus on emergency response, climate change, protection and environmental management, sustainable forest management, refugee and IDP protection, child and women’s rights, disaster response, education, health, nutrition, food security, economic development, water, sanitation and hygiene (WASH), and the rehabilitation of basic infrastructure.

As part of the implementation of the partnership agreement with the UN Refugee Agency (UNHCR/MCO-CIV) for Protection Monitoring and Data Collection, CIAUD-Canada is recruiting an Information Management Assistant (Data Management Assistant/IMO). This position will support the collection, analysis, and management of information on refugees, asylum seekers, and host communities in the operational zones of northern Ghana.

Context

Since 2019, Ghana has received an increasing number of refugees and asylum seekers fleeing violence in the Sahel, especially from Burkina Faso. As of August 2024, over 12,000 refugees and asylum seekers are registered in the country, mainly in the Upper East and Upper West regions.

Local communities, already facing poverty, inadequate infrastructure, and overstretched social services, have shown remarkable solidarity, but their coping capacity is under strain. In this context, CIAUD-Canada, with the support of UNHCR (MCO Côte d’Ivoire), is implementing a project on protection monitoring and data collection to:

  • Document the situation of refugees and asylum seekers.
  • Identify and analyze protection incidents.
  • Support community and institutional response mechanisms.
  • Provide reliable data to inform public policy, advocacy, and humanitarian/development interventions.

 

Main Duties and Responsibilities

Under the technical supervision of the Data Management Specialist and the Country Coordinator, the Information Management Assistant will:

  • Support the collection, verification, and cleaning of data from protection monitoring and socio-economic surveys.
  • Maintain and regularly update databases on refugees, asylum seekers, and host communities.
  • Contribute to the setup and administration of digital data collection tools (Kobo, ODK, etc.) and provide technical support to field teams.
  • Produce statistics, dashboards, maps, and analytical reports to inform programming and decision-making.
  • Ensure classification, archiving, and protection of sensitive data in line with confidentiality standards and UNHCR/CIAUD protocols.
  • Contribute to analysis of protection trends and dynamics to feed into periodic reporting.
  • Support monitoring of community feedback mechanisms and referrals to available services.
  • Participate in training and capacity-building activities for field teams on data management and information protection standards.

Note: Responsibilities may be adjusted as required in consultation with the supervisor. Job description and performance will be reviewed regularly in line with operational needs.

 

Candidate Profile

·       University degree (minimum Bachelor’s) in Statistics, Computer Science, Information Systems, GIS, Social Sciences with specialization in Data Management, or related field.

·       At least 2 years of professional experience in data management or information management, preferably in the humanitarian sector.

·       Knowledge of data collection and analysis tools: Kobo, ODK, Excel (advanced), Power BI/SPSS/Stata; QGIS or ArcGIS is an asset.

·       Proven ability to produce dashboards and clear data visualizations to support decision-making.

·       Strong understanding of humanitarian contexts, forced displacement, and protection of vulnerable populations.

·       Rigor, organizational skills, autonomy, and ability to work in multicultural teams.

·      Fluency in English (oral and written);
