VACANCY ANNOUNCEMENT AVP/CIAUD/2025/03/GHA

The International Committee for Relief and Development (CIAUD), an International Non-Governmental Organization registered under Canadian law and headquartered at 200 Rue Montcalm, 1st Floor, Suite 101, J8Y 3B5, Gatineau, Québec, Canada, provides humanitarian assistance in crisis situations and supports community development in developing countries to help populations achieve self-reliance.

CIAUD’s interventions focus on emergency response, climate change, protection and environmental management, sustainable forest management, refugee and IDP protection, child and women’s rights, disaster response, education, health, nutrition, food security, economic development, water, sanitation and hygiene (WASH), and the rehabilitation of basic infrastructure.

Within the framework of the Protection Monitoring and Data Collection Programme funded by UNHCR (MCO-CIV), CIAUD is recruiting a Head of Field Office to be based in the northern operational zone.

Context

Since 2019, Ghana has received an increasing number of refugees and asylum seekers fleeing violence in the Sahel, especially from Burkina Faso. As of August 2024, over 12,000 refugees and asylum seekers are registered in the country, mainly in the Upper East and Upper West regions.

Local communities, already facing poverty, inadequate infrastructure, and overstretched social services, have shown remarkable solidarity, but their coping capacity is under strain. In this context, CIAUD-Canada, with the support of UNHCR (MCO Côte d’Ivoire), is implementing a project on protection monitoring and data collection to:

  • Document the situation of refugees and asylum seekers.
  • Identify and analyze protection incidents.
  • Support community and institutional response mechanisms.
  • Provide reliable data to inform public policy, advocacy, and humanitarian/development interventions.

 

Main Duties and Responsibilities

Under the supervision of the Country Coordinator, the Field Office Head will be responsible for:

 

Coordination & Supervision

  • Oversee planning, implementation, and monitoring of protection monitoring activities in the assigned zone.
  • Supervise field teams (protection monitors, community focal points, enumerators) and ensure compliance with CIAUD/UNHCR procedures.

 

 

Monitoring & Analysis

  • Ensure systematic collection, verification, and analysis of data on protection, population movements, and socio-economic vulnerability.
  • Produce trend analyses and early warning alerts.
  • Document and follow up on referrals to appropriate services (health, psychosocial, legal protection, etc.).

Collaboration & Partnerships

  • Work closely with local authorities, social services, health facilities, and community actors.
  • Participate in inter-agency coordination meetings and local consultation frameworks.
  • Support the establishment and strengthening of community mechanisms (protection committees, feedback platforms).

Training & Awareness

  • Organize capacity-building sessions (protection, data collection, PSEA, information management).
  • Facilitate awareness-raising activities on protection, refugee rights, and asylum procedures.

Reporting & Quality Assurance

  • Contribute to the drafting of regular narrative and statistical reports.
  • Ensure that collected data is reliable, up-to-date, verifiable, and in line with UNHCR standards.

Note : The above list of responsibilities is not exhaustive. Tasks may be adjusted as required in consultation with the supervisor. Job description and performance will be reviewed regularly in line with operational needs.

Candidate Profile

·       Bachelor’s degree (minimum) in Law, Social Work, International Relations, Development Studies, Statistics, or a related field.

·       At least 3 years of professional experience in humanitarian, protection, or migration projects, including data collection/monitoring.

·       Proven experience in managing field teams and multisectoral coordination.

·       Good knowledge of the humanitarian and security context in northern Ghana and the Sahel region.

·       Fluency in English (written and spoken); knowledge of local languages (Hausa, Dagbani, Dagaare, others) is a strong asset.

·       Strong skills in data analysis, report writing, and use of digital data collection tools (KOBO, ODK, etc.).

·       Excellent organizational, leadership, communication, and diplomacy skills.

·       Commitment to humanitarian principles, accountability, and prevention of sexual exploitation and abuse (PSEA).
