VACANCY ANNOUNCEMENT AVP/CIAUD/2025/01/GHA

The International Committee for Relief and Development (CIAUD), an International Non-Governmental Organization registered under Canadian law and headquartered at 200 Rue Montcalm, 1st Floor, Suite 101, J8Y 3B5, Gatineau, Québec, Canada, provides humanitarian assistance in crisis situations and supports community development in developing countries to help populations achieve self-reliance.

CIAUD’s interventions focus on emergency response, climate change, protection and environmental management, sustainable forest management, refugee and IDP protection, child and women’s rights, disaster response, education, health, nutrition, food security, economic development, water, sanitation and hygiene (WASH), and the rehabilitation of basic infrastructure.

Within the framework of the Protection Monitoring and Data Collection Programme funded by UNHCR (MCO-CIV), CIAUD is recruiting Protection and Data Collection Monitors, who will be deployed in Upper West Region in Ghana.

Context

Since 2012, the Central Sahel crisis has triggered large-scale forced displacement. By early 2024, more than 12,000 refugees and asylum seekers were registered in Ghana, mainly from Burkina Faso, with the majority being women and children. These populations are hosted by vulnerable local communities in the northern regions, where access to essential services and socio-economic opportunities is already limited.

In response, UNHCR and its partners, including CIAUD, are strengthening protection monitoring and reliable data collection systems to guide humanitarian planning, ensure accountability, and inform durable solutions for refugees and host communities.

 

Main Duties and Responsibilities

1.⁠ ⁠Monitoring and Data Collection

  • Observe, document, and analyze cross-border population movements, transit zones, and reception areas.
  • Collect demographic and socio-economic data (profiling, joint assessments, intentions surveys).
  • Ensure accurate data entry using KOBO, ODK, Excel, or other digital tools while safeguarding confidentiality.
  • Complete and submit UNHCR P21 forms.
  • Produce regular situation reports and trend analyses.

2.⁠ ⁠Protection and Referral

  • Identify protection cases (GBV, detention, trafficking, refoulement, statelessness) and refer them to appropriate services.
  • Support complaint and feedback mechanisms (suggestion boxes, hotline, participatory consultations).
  • Work with community leaders and focal points to strengthen community-based protection.

3.⁠ ⁠Awareness and Community Engagement

  • Conduct information sessions on asylum procedures, refugee rights, and the risks of irregular migration.
  • Disseminate key messages in local languages (Twi, Hausa, Dagbani, others as relevant).
  • Facilitate access of refugees and host communities to basic services and resilience programmes.

4.⁠ ⁠Programmatic Support

  • Support socio-economic surveys to inform the humanitarian–development nexus.
  • Participate in surveys on return intentions or local integration.
  • Contribute to social cohesion and livelihood initiatives.

Note: Tasks are not exhaustive and may be adjusted in consultation with the supervisor according to operational needs.

 Candidate Profile

  • University degree in Social Sciences, Law, Project Management, or related field.
  • 1–2 years of professional experience in data collection, protection monitoring, or community-based work.
  • Knowledge of the humanitarian and migration context in northern Ghana
  • Fluency in English and at least one local language (Twi, Hausa, Dagbani, Dagaare, or others).
  • Strong data collection and management skills (KOBO, ODK, Excel).
  • Good understanding of international protection principles, human rights, and cultural diversity.
  • Ability to work independently in remote border areas and manage security risks.
