The International Committee for Relief and Development (CIAUD), an International Non-Governmental Organization registered under Canadian law and headquartered at 200 Rue Montcalm, 1st Floor, Suite 101, J8Y 3B5, Gatineau, Québec, Canada, provides humanitarian assistance in crisis situations and supports community development in developing countries to help populations achieve self-reliance.

CIAUD’s interventions focus on emergency response, climate change, protection and environmental management, sustainable forest management, refugee and IDP protection, child and women’s rights, disaster response, education, health, nutrition, food security, economic development, water, sanitation and hygiene (WASH), and the rehabilitation of basic infrastructure.

Within the framework of the Protection Monitoring and Data Collection Programme funded by UNHCR (MCO-CIV), CIAUD is recruiting a National Protection Officer, based in Accra with regular missions to the Upper West Region.

Context

Since 2019, Ghana has received an increasing number of refugees and asylum seekers fleeing violence in the Sahel, especially from Burkina Faso. As of August 2024, over 12,000 refugees and asylum seekers are registered in the country, mainly in the Upper East and Upper West regions. These areas, already affected by limited social services and scarce economic opportunities, face additional pressure due to the influx of displaced populations.

The project aims to:

  • Ensure regular protection monitoring in border areas.
  • Collect and analyze reliable demographic and socio-economic data.
  • Establish referral pathways and improve access to essential services.
  • Produce trend analyses to inform humanitarian response and advocacy.
  • Contribute to the humanitarian–development nexus by strengthening the resilience of host and displaced communities.

Main Duties and Responsibilities

The National Protection Officer will be responsible for:

  • Coordinating the planning, implementation, and monitoring of protection activities in Upper East and Upper West regions.
  • Providing technical guidance and supervision to the field team (monitors, enumerators, community focal points).
  • Collecting, consolidating, and analyzing protection and socio-economic data in line with UNHCR standards.
  • Producing regular reports (monthly, quarterly, incident and trend analysis).
  • Liaising with local authorities, social and health services, security actors, and humanitarian/development partners.
  • Organizing community awareness sessions and supporting complaints and feedback mechanisms.
  • Establishing effective referral systems for specialized services (health, social assistance, GBV, child protection).
  • Contributing to protection strategies and durable solutions for refugees and asylum seekers.
  • Participating in administrative and budgetary management of the project in collaboration with finance and logistics units.

 

Note: Duties may be adjusted as needed in consultation with the supervisor. The job description and performance will be reviewed regularly according to operational needs.

Candidate Profile

·       Master’s degree (minimum) in Law, Social Sciences, International Relations, or related field.

·       At least 5 years of professional experience in humanitarian/protection project management, including at least 2 years in coordination roles.

·       Proven expertise in international protection, asylum law, GBV, Age-Gender-Diversity (AGD) approach, and protection monitoring.

·       Experience in data collection, analysis, and management of multidisciplinary teams.

·       Fluency in English (written and spoken); knowledge of local languages such as Hausa, Dagbani, Dagaare, or others is a strong asset.

·       Strong skills in reporting, analysis, leadership, and communication.

·       Proficiency in digital data collection and project management tools (KOBO, ODK, etc.).
